North Bradfield Zone Substation

“Enabling power infrastructure for Western Sydney International Airport”

Project Overview 

The North Bradfield Zone Substation is part of a network of zone substations Diversi Consulting delivered for Endeavour Energy across NSW, a program of work that included eight substations at locations including Badgerys Creek, Grantham Park, Berrima, Bringelly, Catherine Field, West Wollongong and Erskine Park.

North Bradfield sits within the Bradfield industrial precinct, adjacent to a large industrial landholding,  approximately 290 hectares that is being developed to support the economic catchment of the Western Sydney International (Nancy Bird Walton) Airport and the broader Aerotropolis. The substation forms part of the power infrastructure network needed to service both the airport precinct and the surrounding industrial development as it grows.

Diversi Consulting was engaged by Endeavour Energy to deliver the full civil engineering design for the 1.3-hectare site.

Design & Engineering Challenges 

Delivering civil design for a substation site within an active and rapidly developing precinct came with several distinct demands.


The project required three-dimensional coordination of services within a technically complex, multi-discipline environment, a recurring challenge across the Endeavour Energy substation program, where civil design decisions directly affect the electrical and structural works being delivered in parallel. Getting those interfaces right, and keeping the civil documentation constructible across disciplines, required careful management throughout.

The site also shared a boundary with an adjacent industrial subdivision being developed by a separate proponent. Coordinating the civil design across that interface including managing levels, access and drainage outcomes that needed to work for both developments added a layer of complexity not present on a standalone site.

The design was also required to accommodate heavy-duty hardstand loadings and oversized vehicle access, with pavement and geometry specifications driven by the operational requirements of significant electrical infrastructure.

Engineering Solutions

Diversi Consulting delivered a full civil engineering design package including bulk earthworks, access roads, car parking, heavy-duty hardstand areas, stormwater drainage, onsite detention and water quality treatment, along with coordination of services across disciplines.


Pavement design was developed to suit the concentrated loads associated with major electrical plant and heavy vehicle movements. Stormwater management was designed to meet the requirements applicable to the Aerotropolis precinct. Cross-boundary coordination with the adjacent industrial subdivision was managed as part of the design process to achieve compatible outcomes at the shared interface.

Project Outcomes and Community Impact

The North Bradfield Zone Substation delivers power infrastructure supporting the Western Sydney Airport and the industrial precincts developing around it, contributing to a network of substations that Diversi Consulting has now delivered at scale across NSW for Endeavour Energy.

The depth of experience built across that program – eight substations, multiple sites, consistent delivery against a technically demanding civil brief  is reflected in the quality and constructibility of the design outcomes achieved.
